South Korea is deploying ₩150 billion (~ $102 million USD) in a fresh investment fund aimed at artificial intelligence and media intellectual property, indicating a fundamental shift in how Seoul finances its creative sector. The Ministry of Culture, Sports and Tourism and the Financial Services Commission are co-anchoring this project, marking the first time for the government’s National Growth Fund model to be applied to cultural policy.
Scaling Past Legacy Limits
The state is supplying ₩50B (~ $34.0M) from fiscal coffers, as well as ₩30B (~ $20.4M) combined from the Korea Development Bank and the Advanced Strategic Industry Fund. As per multiple South Korean media reports, the managing institutions plan to use that cumulative ₩80B (~ $54.3M) public commitment to pull in at least ₩70B (~ $47.6M) in private capital.
Named as the K-Culture Value-Up Fund, the ₩150B (~ $102M) scale responds directly to capital constraints in South Korea’s previous entertainment policy funds. Earlier vehicles under the Culture Ministry’s parent fund accounts typically maxed out at ₩50B (~ $34.0M), an amount that struggled to support production budgets for global streaming and platform plays.
Fund Expansion Targets Cross-industry Content Growth

Deployment and Manager Selection
Capital will be allocated across two distinct tranches. The main tranche of ₩100B (~ $68M) is set aside for companies applying AI tools to content creation or monetizing IP across games, music, and video. The remaining ₩50B (~ $34M) will reportedly support traditional content production and distribution.
Both funds will make investments of 15 to 25% in the content sector, which is more than double the existing Advanced Strategic Industry Fund’s contribution ratio, fortifying the Advanced Strategic Industry Fund’s backing for the content industry. As stated by the Seoul Economic Daily, proposals for prospective asset managers will be accepted through Aug 12, 2026, by operator Korea Growth Investment Corp. Final general partner selections will be scheduled for September after a public briefing.
