Noble County EMA director urges parents to delete Roblox, Discord

Ind. (WPTA) — A local emergency management agency is warning parents to delete two popular online platforms from their children’s devices

Noble County Emergency Management posted on Facebook: “Please immediately delete Roblox and/or Discord from any device your children have. If you suspect malicious activity call law enforcement immediately. NCSD at 260-636-2182.”

Ann Carpenter, Noble County Emergency Management director, said the post was to bring attention to what she says is a growing problem.

“We put that out there just to raise awareness for our parents, to educate them that we have some issues with Roblox and Discord,” Carpenter said. “There’s a dark web group, 764, and they’re infiltrating this and doing child exploitation activities. It’s in our county.”

The Noble County sheriff said he is unaware of any active investigations related to the warning.

Robbie Manson, assistant special agent in charge of the FBI’s Dallas Field Office, described how these networks operate.

“Although the names of these networks are constantly changing, their activities remain the same,” Manson said. “They seek to coerce and manipulate minor victims into harming themselves, animals and other minors. They may even encourage victims to attempt suicide.”

The FBI says as a whole, it is investigating more than 450 subjects tied to 764 and similar networks. That figure does not confirm cases in Indiana.

“It’s not going to stop until there’s a big change,” Seitz said.

The family is suing Roblox, Discord and TikTok, alleging the platforms failed to protect Audree.

The case is pending, and all three companies have filed motions to dismiss. All three platforms have been contacted for comment.

A federal bill aims to combat the online coercion of minors to commit harm by creating new criminal offenses.

The James T. Woods Act would create federal crimes for coercing minors online to harm themselves, attempt suicide, harm others or animals, or commit certain other violent acts.

According to congress.gov it also “facilitates the prosecution of offenders, and expands protections for minors who testify in court.

Carpenter said parents should stay informed about their children’s online activity.

“Be aware of what your children are doing,” Carpenter said.

Carpenter said her office’s role is simply raising awareness.

“We’re not a part of any investigation. All we are is an awareness and ressibly can to make people aware of what is happening.”
