ChatGPT, Reddit, and Roblox Face New EU Digital Rules
The European Commission has formally placed ChatGPT under the category of Very Large Online Search Engine, while Reddit and Roblox have been assigned the status of Very Large Online Platforms, all in accordance with the Digital Services Act. This move subjects the three entities to the European Union’s most rigorous online safety framework.
The decision carries particular weight for ChatGPT, as the Commission has ruled that an AI chatbot capable of retrieving live web results operates, from a regulatory standpoint, as a search engine rather than a simple platform. The Commission characterized ChatGPT as a hybrid offering that meets the DSA’s definition of an online search engine due to its ability to interact with and answer user queries, including through web searches. Reddit and Roblox, meanwhile, were classified as Very Large Online Platforms because both enable users to publicly post and exchange content.
Henna Virkkunen, the executive vice-president responsible for tech sovereignty, security, and democracy, stated that these new classifications mean ChatGPT, Reddit, and Roblox will face elevated levels of oversight and responsibility within the EU, reflecting their considerable influence on European citizens and society. The Commission further noted that it remains vigilant regarding the evolving digital sector and will act without delay to designate any service that crosses the threshold for stricter supervision under the DSA.
According to the DSA, any online service exceeding 45 million monthly users in the EU—approximately one-tenth of the bloc’s population—is categorized as either a Very Large Online Platform or a Very Large Online Search Engine, depending on its primary function. OpenAI has reported that ChatGPT’s search feature attracted an average of roughly 159 million monthly active users in the EU over the six-month period ending March 2026. Reddit has disclosed 57.2 million monthly users, and Roblox has reported approximately 48 million.
The three services now have a four-month window, extending until the end of November, to fulfill a range of obligations that apply exclusively to the largest online entities. These include conducting annual systemic risk evaluations addressing illegal content, child safety, impacts on users’ mental and physical health, fundamental rights, electoral integrity, and public security. Additionally, they must undergo independent audits and provide data access to regulators and approved researchers.
Supervision of compliance will be carried out by the Commission in partnership with Ireland’s Coimisiún na Meán, which acts as the digital services coordinator for ChatGPT and Reddit, and the Netherlands Authority for Consumers and Markets, which oversees Roblox. With these additions, the total number of platforms and search engines under the DSA’s most stringent oversight level now stands at 28.
The regulation has so far generated approximately EUR870 million in fines. Notable penalties include a record EUR550 million charge against AliExpress in July for inadequate measures against illegal and counterfeit goods, a EUR200 million fine imposed on Temu in May for similar shortcomings, and a EUR120 million penalty against X in December 2025 related to deficiencies in content moderation and transparency. Failure to comply can result in fines reaching 6% of a company’s global annual revenue—a sum that could be considerable for OpenAI, given its fast-expanding earnings.
The United States has expressed disapproval of the EU’s regulatory actions. The Trump administration has described the DMA fines on Apple and Meta as a form of economic coercion and has warned of possible retaliation against nations that implement digital rules affecting American tech companies. This stance may intensify now that three additional US-owned services have come under direct Commission oversight.
