A 45 million-user threshold has triggered broader scrutiny, giving regulators new powers to examine algorithms, safety measures and risks across three major services.
The European Commission has placed ChatGPT, Reddit, and Roblox in categories of digital services subject to the strictest requirements under the EU Digital Services Act (DSA). ChatGPT was designated a “very large online search engine,” while Reddit and Roblox were classified as “very large online platforms.”
The decision was based on user numbers: the average monthly audience of each service in the European Union reached the statutory threshold of 45 million people.
The companies have four months – until the end of December 2026 – to comply with the additional obligations. In particular, they must identify, assess, and mitigate systemic risks associated with their platforms, search features, and algorithms.
What Requirements Will Apply to ChatGPT, Reddit, and Roblox
The stricter rules require action against illegal content, protection for minors, and measures to reduce risks to users’ physical and mental health. The services must consider potential violations of fundamental rights, threats to public safety, and the impact of their products on electoral processes.
The new designation also expands the European Commission’s supervisory powers. It will be able to inspect specific features of ChatGPT, Reddit, and Roblox, analyze their related systems, and investigate suspected DSA violations.
Why the Services Received Different Classifications
ChatGPT was classified as an online search engine because of its hybrid functionality. The service responds to user queries and can, among other things, find relevant information online.
Reddit and Roblox were classified as online platforms because they allow users to share content created by third parties.
Regulators Will Monitor DSA Compliance
The European Commission will oversee compliance jointly with the competent authorities in the countries where the respective companies operate.
Ireland’s Coimisiún na Meán will monitor ChatGPT’s and Reddit’s compliance with the rules. The Netherlands Authority for Consumers and Markets (ACM) will oversee Roblox.
The EU Digital Services Act has been in effect since 2023. Its provisions are intended to limit the spread of illegal and harmful material and to prohibit or restrict certain audience-targeting practices.
Large digital services are also required to provide regulators and affiliated researchers with access to some of their internal data. By the end of December 2026, ChatGPT, Reddit, and Roblox must adapt their systems and procedures to the European Union’s expanded digital safety requirements.
