The European Commission on Monday placed ChatGPT in the strictest tier of the Digital Services Act (DSA), the European Union’s rulebook for online platforms. Anthropic’s Claude was left out.

The European Commission has formally placed ChatGPT under the category of Very Large Online Search Engine, while Reddit and Roblox have been assigned the status of Very Large Online Platforms, all in accordance with the Digital Services Act. This move subjects the three entities to the European Union’s most rigorous online safety framework.

The European Commission says the following platforms now fall under the Digital Securities Act (DSA). According to an EU statement, ChatGPT, Reddit, and Roblox now qualify as Very Large Online Platforms (VLOPs) or Very Large Online Search Engines (VLOSEs) because they have topped 45 million users on average each month.
