Japan Launches Dedicated Labor Insurance for Anime Staff
A new workers’ insurance backs freelance animators as directors warn of industry health risks.

Japan’s animation industry has introduced a dedicated workers’ accident compensation program aimed at freelance anime creators. The Anime Anshin Net Workers’ Accident Compensation Insurance officially began accepting enrollments on July 22, following its launch by the Arts Workers Japan at a press conference held at Japan’s Ministry of Health, Labour and Welfare Press Club in Tokyo.
Arts Workers Japan’s new compensation program lets animators, directors, and other production staff who work as independent contractors have a safety net while they work. The organization was established on June 29 and is currently seeking approval from the Tokyo Labor Bureau.
Through AnimeSafety Net Workers’ Compensation Insurance, freelancers will receive compensation that covers injuries, illnesses, disabilities, or mental fatigue from work, commuting to work, or work-related travel. Anime Safety Net Workers’ Compensation Insurance created the program as a special-enrollment channel under Japan’s national workers’ compensation system.
Coverage includes free treatment at designated hospitals, payments equal to 80% of a member’s base daily wage starting on the fourth day of missed work, disability and survivor benefits, and funeral costs. Annual premiums run from ¥3.5K to ¥25K (~ $23-$166 USD), plus a ¥600 monthly fee and a ¥3,000 enrollment charge, Yahoo Japanreported.
Katabuchi and Fukada Press the Case for Anime Safety Net Workers’ Compensation Insurance
Arts Workers Japan chairperson Megumi Morisaki and vice-chairpersons Sunao Katabuchi and film director Koji Fukada, attended the launch event and commented on the significance of the program. Katabuchi, who has worked in animation for roughly 45 years and is known for works like Black Lagoonand In This Corner of the World, told reporters, “I’ve seen many senior colleagues die in their 50s.”
Katabuchi framed his arguments on how decades of demanding production schedules have taken a visible toll on animation professionals. He said conditions at production companies have improved, but the growing share of freelancers has created a blind spot in worker health, and warned that the anime business risks losing veteran talent without a safety net.
Fukada said creative workers have historically prioritized completing productions over protecting their own health. Addressing the same panel, he spoke of how much he personally owes to Japanese anime and framed the insurance access as basic infrastructure for people who want to keep working safely.
Furthermore, both of them talked about the position of freelance animators in the industry, and how they are in a more vulnerable situation. Katabuchi highlighted that the veteran animators are leaving the industry around the 50s and 60s, resulting in the rise of freelancers. He further emphasized that health insurance and compensation are a matter of individual and society.
Data Show Falls, Strain Injuries Among Anime Professionals
Megumi Morisaki pointed to multiple cases of anime creators facing serious illnesses or suffering accidents during work. Out of 48 workers’ previous comp claims which had been processed, 45% involved falls, 25% physical strain, and 15% equipment accidents, with the remainder tied to commuting accidents, heat stroke, and mental illness, Morisaki discussed.
Morisaki said that through the Anime Safety Net Workers’ Compensation Insurance will work to improve the safety and health of animators working in the industry. The Arts Workers Japan will also assist workers with document preparation for compensation insurance filing.
The insurance push lands alongside a separate government campaign to grow anime. METI has set a goal of tripling the industry’s overseas market to ¥6T ($37.5B) by 2033. The entity is also running a subsidiary program
