Ala. (WALA) – An ordinance is scheduled to be introduced at the Mobile City Council meeting this week would that amend the entertainment district boundaries to include the new Regions Arena
The proposal is sponsored by Mayor Spiro Cheriogotis and Councilmember Samantha Ingram.

AN ORDINANCE TO AMEND THE ENTERTAINMENT DISTRICT BOUNDARIES ESTABLISHED UNDER SECTION 30-13(a) OF THE CODE OF ORDINANCES OF THE CITY OF MOBILE, ALABAMA, TO EXPAND ENTERTAINMENT DISTRICTS 1 AND 3

WHEREAS, the City Council and the City of Mobile desire to expand Entertainment District 1 to include the new Regions Arena and expand Entertainment District 3 as shown on the attached exhibit titled Entertainment District Expansion.
WHEREAS, Ala. Code § 28-3A-17.1(c) provides that each entertainment district ” . . . must have not fewer than four licensees holding a manufacturer’s license that conducts tastings or samplings on the licensed premises, a restaurant retail liquor license, an on-premises alcoholic beverage license, or other retail liquor license in that area, and each district may not exceed one-half mile by one-half mile in area, but may be irregularly shaped.”
WHEREAS, the City has reviewed the verified area calculations and license information for Entertainment Districts 1 and 3 and finds that each district, as expanded, contains at least four licensees holding licenses of the types specified in Ala. Code § 28-3A-17.1(c) and complies with the district size limitation in that subsection; and
WHEREAS, the City Council and the City of Mobile have determined that the proposed expansion of Entertainment Districts 1 and 3 will serve a public purpose.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF MOBILE, ALABAMA as follows:
SECTION ONE: The boundaries of Entertainment Districts 1 and 3 established under Section 30-13(a) of the Code of Ordinances of the City of Mobile, Alabama, and the map referenced in that subsection are hereby amended as follows:
Entertainment District 1 and Entertainment District 3 are expanded to include the additional territory identified in the attached exhibit titled Entertainment District Expansion. The boundaries shown on those exhibits supersede the corresponding boundaries on the map currently referenced in Section 30-13(a).
The boundaries of Entertainment District 2 remain unchanged.
Except as expressly amended by this ordinance, all other provisions of Section 30-13 remain unchanged. The exclusions set forth in Section 30-13(b), including Bienville Square Park, Cathedral Square Park, and Mardi Gras Park, remain in effect.
The City’s GIS Department prepared the attached consolidated map titled City of Mobile Entertainment Districts showing the boundaries adopted by this ordinance together with the 2 unchanged boundaries of Entertainment District 2 and the exclusions in Section 30-13(b).
The City Clerk shall maintain that map with the ordinance and provide it for inclusion in the Code of Ordinances.
SECTION TWO: This ordinance shall be effective following its adoption and publication as required by law.
