ChatGPT, Reddit and Roblox will face stricter EU rules after crossing a key user threshold under the bloc’s Digital Services Act (DSA), the European Commission said on Monday.
The three US-based companies have each reported at least 45 million average monthly users in the European Union, triggering additional requirements.
These include obligations to assess and mitigate systemic risks linked to illegal content, the protection of minors, users’ physical and mental well-being, elections and public security.
The DSA, which has applied across the EU since February 2024, imposes wide-ranging rules on online platforms and search engines. Brussels has launched numerous proceedings under the legislation involving companies like TikTok, Facebook, Instagram and X.
ChatGPT, Reddit and Roblox already fall under the DSA’s general requirements, but will now have four months to comply with the additional obligations applying to the largest services.
The commission designated online discussion platform Reddit and gaming platform Roblox as Very Large Online Platforms (VLOPs), while ChatGPT was classified as a Very Large Online Search Engine (VLOSE).
ChatGPT, operated by OpenAI, is also subject to the EU’s separate AI Act.
