PENN Entertainment (NASDAQ:PENN) has spent recent periods restructuring its debt profile, improving operating margins, and refining its regional asset footprint to focus on higher-return landside venues. While the company has made measurable progress in deleveraging and expanding its property-level cash flows, its long-term equity value ultimately depends on balancing heavy multi-year capital expenditures with the path to profitability in its digital division. Assessing whether the current valuation presents a buying opportunity requires weighing these fundamental improvements against persistent execution risks.
PENN’s strategy to upgrade its regional portfolio advanced on August 17 when the company announced plans to spend roughly $195 million tearing down one of its own casinos to build a new one next door, following strong second-quarter financial results reported earlier in the month on August 6. The project relocates the Boomtown Casino & Hotel New Orleans riverboat to a landside site in Jefferson Parish, Louisiana, reopening it as Hollywood Casino New Orleans. Whether this capital-intensive relocation fits into a disciplined growth strategy or strains liquidity is the key question for investors examining the stock.
A Playbook That Keeps Working
The New Orleans project marks PENN’s fourth landside relocation initiative, following Hollywood Casino Aurora and Hollywood Casino Joliet in Illinois, both of which opened in June 2026, with Hollywood Casino Council Bluffs in Iowa slated for 2028. Management frames this as disciplined capital allocation, backed by a financial profile that is increasingly capable of supporting reinvestment. PENN swung to net income of $32.6 million in the second quarter, reversing an $18.3 million loss a year earlier, while Consolidated Adjusted EBITDA climbed $52.5 million year over year to $312.6 million. Nine properties achieved second-quarter records for revenue and Adjusted EBITDAR, and the Retail segment generated $1.5 billion in revenue at a robust 34.4% margin.
On the balance sheet, PENN retired the remaining $106.7 million of its 2.75% convertible notes in May, removing roughly 4.6 million potentially dilutive shares, and refinanced credit facilities to push maturities out to 2031 and 2033. Traditional net leverage improved from 4.5x to 2.9x, while the lease-adjusted figure declined from 6.8x to 5.9x, pointing to a structurally leaner operating model.
