Moviegoers and live event attendees in Mumbai could face significantly higher ticket prices if the Maharashtra Urban Development Department approves a proposal by the Brihanmumbai Municipal Corporation (BMC) to sharply revise local entertainment taxes, according to industry sources. Under the proposed framework, the civic body seeks a 570% tax hike on air-conditioned cinema halls and multiplexes, raising the per-ticket civic tax from Rs 60 to Rs 400 for non-exempted programming. Non-AC cinema halls would see rates jump 400%, from Rs 45 to Rs 200 per ticket.
The revised levy extends across live performances and alternative exhibition formats, while introducing brand-new tax classifications. Entertainment tax on plays, live concerts, and performing arts events is proposed to double from Rs 50 to Rs 100 per ticket, while miscellaneous entertainment shows would see an increase from Rs 25 to Rs 75. Additionally, the BMC has introduced a new tax bracket of Rs 90 per ticket targeting mini-theatres and video-screening venues, which were previously unlisted under the existing municipal tax schedule.
In a distinct policy move, the BMC proposal grants a 100% tax exemption for cinema halls, multiplexes, and venues showcasing Marathi and Gujarati films, plays, and cultural concerts. If sanctioned by the state government, the tax burden will fall exclusively on Hindi, English, and other regional non-exempted language content, with venue operators expected to pass the Rs 340 per-ticket cost increase directly to consumers. The existing tax structure remains in effect pending final clearance from the Urban Development Department.
