The Halloween Costume Association (HCA) opens up its basement to reveal the finalists for its inaugural Spooky Awards.
The new honor “celebrates the creativity and achievements that make Halloween a magical time of year,” including costumes, accessories and decorations. “These finalists represent the talent that shapes our industry,” HCA said.
