Jamaica isn’t asking Charles to personally decide whether Britain owes reparations—rather, the country wants him to refer three fundamental legal questions to the Judicial Committee of the Privy Council: whether Britain’s enslavement of Africans in Jamaica was legal under English law, whether it violated international law, and whether Britain now has a legal obligation to provide redress.
A £7.6 billion figure has previously been attached to Jamaica’s broader reparations campaign, though Grange stressed that the petition filed Monday does not include a specific monetary claim. She argues that Jamaica continues to live with structural damage created during centuries of slavery and colonial rule, affecting everything from education and health to the country’s ability to respond to modern crises.

Charles’ absence is already attracting criticism precisely because he isn’t a detached foreign dignitary in this situation. He is, technically, still King of Jamaica. The Caribbean nation became independent from Britain in 1962 but retained the British monarch as its head of state.
Graham Smith, CEO of the anti-monarchy group Republic, accused Charles of avoiding an issue directly connected to the institution he leads.
“For now, he remains the King of Jamaica; he has a responsibility to address these concerns, instead of choosing to go on holiday to Scotland,” Smith said.
