    The gaming platform Roblox might soon be categorized as a very large online platform (VLOP) within the European Union, a grouping under new EU regulations.

    According to Gamesmarket, Thomas Regnier from the EU Commission for Tech Sovereignty, Defence, and Space has indicated that Roblox’s user numbers now exceed the requirement set by the Digital Services Act (DSA) for this classification.

    Platforms and online search engines are identified as very large under the DSA if they have over 45 million monthly users within the EU.

    In a recent submission, Roblox confirmed it averaged 48 million monthly users in the EU for the six-month period ending on February 13, 2026.

    Regnier commented, “We do not prejudge future designations but can confirm that both ChatGPT and Roblox meet the DSA’s user number criteria, which makes future designation possible. The EU is currently evaluating these statistics.”

    GamesIndustry.biz has contacted Roblox for additional insights.

    Should Roblox be designated as a VLOP, the platform would have to adhere to DSA guidelines, which include managing risks related to illegal content and impacts on safety and rights.

    Platforms given a VLOP or VLOSE status have a four-month timeframe to align with the DSA. Failure to maintain the user threshold for a year can result in the removal of this classification.

    As a VLOP, Roblox must assess potential systemic dangers such as illegal content, safeguarding minors, and various aspects of well-being and violence.

    Upon recognizing these risks, the company is required to mitigate them through appropriate strategies.

    • Setting up an internal compliance unit to address identified risks
    • Undergoing annual audits by an independent party and acting on their suggestions
    • Providing data access to the Commission and national bodies for DSA compliance checks
    • Allowing vetted research professionals data access for studying systemic risks
    • Offering a recommender system option that excludes user profiling
    • Maintaining a public archive of advertisements

    The DSA and Digital Markets Act were put into effect in October 2022, applying to all relevant entities doing business in the EU, regardless of their origin.

    Non-compliant entities under the DSA risk incurring fines amounting to up to 6% of their global revenue in serious cases.
