    Xbox Disc-to-Digital Licensing Now Available to All Players

    Xbox Disc-to-Digital Licensing

    An Xbox game disc now carries a digital copy with it, and the copy goes wherever the disc goes. Microsoft opened disc-to-digital licensing to all Xbox players on September 29, letting owners of eligible Xbox One and Xbox Series X discs claim a digital license and play without the disc in the drive. Sell or lend that disc, though, and the license moves with it to the next owner.

    The Disc Is Still the Key

    Microsoft treats the result as a digital license linked to the qualifying disc, not a separate permanent purchase. Its support page spells out the condition: “A disc to digital license is associated with the qualifying game disc. Without possession of the qualifying disc, you may lose the disc to digital licensing benefits.”

    The page adds that if players “lose, sell, give away, or otherwise no longer possess a qualifying disc, access to associated disc to digital licenses may be limited or revoked.” When a disc changes hands, the new owner can claim the license on their own console, so the used-game market keeps working much as before.

    Discs also keep working normally after a license is created.

    How to Claim a License

    The process takes seconds per game. Sign in to your Xbox account on an Xbox One or Xbox Series X with a disc drive and insert an eligible disc. A pop-up confirms when the console has created the license. You can also highlight a game on the dashboard and pick “Claim digital license” from its menu.

    If no confirmation appears, you may already hold a license for that disc, or the game may not support the program. Converted games show a badge in your library, which makes it easy to track which titles still need a pass through the drive.

    Microsoft suggests one tweak for large collections. Turn off “Play disc automatically” under Settings, Devices and connections, Disc. That stops each new disc from launching straight into its game while you work through a stack.

    Once claimed, a game can run on Xbox consoles where you are signed in. Titles in the Xbox Play Anywhere program also install on PC and compatible handhelds such as the Xbox Ally, and Xbox Cloud Gaming works where supported.

    What Does Not Qualify

    Not every disc makes the cut. Microsoft says eligibility can change over time and depends on technical, licensing, publishing and manufacturing factors. Xbox 360 and original Xbox discs are excluded. The Xbox Series S has no disc drive, so its owners cannot use the feature at all.

    The supported list keeps growing. Xbox said the program started with thousands of titles. Ubisoft joined in September, and SEGA followed on September 29. A detailed FAQ covers edge cases: multi-disc games use the first disc, and some add-ons packed with Ultimate Editions may carry over.

    From Insider Test to Everyone

    Jason Ronald, Xbox’s vice president of next generation, introduced the feature on August 26, the opening day of Gamescom 2026. Xbox Insiders began testing it on August 31, about two months after reports first surfaced that Xbox was working on a way to tie digital copies to discs.

    The rollout looks ahead to the next console. Microsoft’s next Xbox, codenamed Project Helix, may ship without a disc drive, and converting libraries now would ease that jump. Sony is moving faster toward digital, confirming that it will stop producing discs for new PlayStation games from January 2028, though older titles can still be reprinted after the cutoff. Sony has not announced a disc-to-digital option of its own.

    Ownership in a Digital Market

    Game preservation is the larger issue behind the feature. A study found that 87% of classic games released in the US are out of print, and digital storefronts can shut down or delist titles at any time. Tying a license to a physical object gives players something closer to ownership than a pure download, as long as Microsoft keeps the licensing system running.

    Regulators have noticed the problem but stopped short of rules. After 1.29 million EU citizens backed the “Stop Destroying Videogames” initiative, the European Commission declined to propose a legal obligation to keep games playable and opted for talks on a voluntary industry code. Courts have stepped in case by case: a Brazilian court ordered Microsoft to restore one gamer’s Xbox library. Disc-linked licenses will not settle the debate, but they give disc buyers a hedge that download-only players lack.
