The Minister of Communication and Information Technology, Meutya Hafid, assessed that Roblox is the only digital platform that has shown significant changes in protecting Indonesian children during the six months of the PP Tunas implementation
According to him, Roblox has developed and modified various child protection features that are specifically applied in Indonesia, and have a direct impact on users.
The features include the age gate system mechanism, classification of features based on the user’s age group, the application of age estimation technology, and the removal of communication features for child accounts.
“Through this feature, Roblox has automatically moved 23 million child accounts to Roblox Kids,” Meutya said in a press conference on Monday, September 14 at the Komdigi office, Jakarta.
Meanwhile, the Minister of Communication and Information assessed that seven of the eight high-risk platforms monitored by Komdigi – namely Facebook, Instagram, X, Bigo Live, YouTube, Threads, and TikTok – still have not shown an adequate level of compliance with child protection obligations.
For the X platform, Komdigi noted that the company had only locked around 250 thousand user accounts under the age of 16, far below the estimated number of child accounts which reached around 7 million accounts.
Meanwhile, Meta, which oversees Facebook, Instagram, and Threads, reportedly only blocked 184 thousand child accounts until May 2026. This figure is still far from the estimate of around 33 million child accounts using Meta services in Indonesia.
“Meta has not made additional updates to the report in May 2026, so we also assess that this figure is still far from the total number of children that we estimate in the entire Meta group, which is approximately 33 million children. Thus, we also assess that Meta is still failing to protect children in Indonesia,” said Meutya.
YouTube is reported to have removed more than 600 thousand child accounts since April 2026 and implemented the Safe Search feature. However, Komdigi still found many children who could access the platform so it was considered not fully fulfilling its child protection obligations in accordance with the Tunas PP.
TikTok has also disabled 4.1 million child accounts. However the platform has not provided data updates in the last four months nor reported significant changes to child protection features
“For Bigo Live, it has reported the deactivation of 9,409 child accounts, and Bigo Live has indeed been an account for those over 18 years old. So from the notification side of Bigo Live itself, they even say this is not 16 years and over, but 18 years and over,” he continued.
Based on the evaluation of six months of implementation of the Tunas PP, Meutya emphasized that the government would continue to monitor the level of compliance of digital platforms in fulfilling child protection obligations.
