The most direct method is to purchase the character in the in-game store, located in the Shop and Customize section of the main menu. But don’t worry, there are no microtransactions here, as everything is purchased with Zeni currency you earn through combat.
In addition to the need to collect a lot of Zeni to obtain characters, there’s a more important problem – not all characters are listed at the beginning. As players level up, the store will be updated with new items, including new characters. Once you reach player level 20, all unlockable fighters should appear in the store.
One of the fastest ways to increase your player level is to make a wish while using Dragon Summon. This brought me to level 8 and updated the shop quite a bit. You can also hope to get a bigger boost with the Super Dragon Summon, but there are arguably better uses for this dragon, which I’ll get to shortly.
I also want to reiterate that while you can buy all of these in stores, there are always other options. In addition to the final DLC character and Goku (mini) (the latter of which is exclusive to the pre-order package), you can unlock everyone in other ways.
