In “G.I. Joe,” Carter (real name Ronald “Skip” A. Stone) is an elite Coast Guard patrolman. When he learned Joe’s team didn’t have a Coast Guard representative, he made it his mission to become a Coast Guard representative. Carter was known for his iron will, sarcastic humor and skillful piloting of a whale hovercraft.
