You can find the Kallian Sovereign in a cave in Skarduartus. To reach it, fast travel to the Mantus Metir Cathedral Grace Ruins.
Starting from the ruins of Grace, leaving the cathedral and heading east, you can find the lower part of the cliffside, which runs parallel to the upper area where the cathedral is located. At the end of this cliffside, past the many wolves, is a small cave built into the wall.
When entering this small, dark cave, look up to see a Teardrop Scarab hanging above you. Knock it down and kill it using ranged attacks to receive Ashes of War: Kallian Sovereignty.
