Ashes of War: Rolling Sparks can only be applied to perfume bottles. Using this skill will scatter perfume around you, causing an explosion based on the properties of any perfume bottle you currently assign to it.

“This “Ashes of War” will not grant any weapon affinity, but will grant the following skills:
Rolling Sparks: Sprinkles aromatic powder in front of you, triggering a rolling explosion of deadly sparks. The characteristics of the spark are determined by the bottle used.
Can be used in perfume bottles.
Where to find Ashes of War: Rolling Sparks
You can find Ashes of War: Rolling Sparks in Skarduartus, southeast of the entrance to the Shadowkeep Legacy dungeon. The easiest way to reach it is to start at the Grays Highway Crossing site and head north to a large campsite. If you haven’t defeated the Crucible Golem in this area yet, you may want to do so.
There are several smaller perfumer camps to the east of the campground. There is a flying scarab on one of the perches, which is easy to miss if you don’t know to look for it. When you spot it (use the image below to determine its location if necessary), use ranged attacks to take it down.
When a flying scarab lands on the ground and dies, you will automatically receive Ashes of War: Rolling Sparks as a reward. When you’re ready to apply it to one of your perfume bottles, head to the Roundtable and speak with Master Blacksmith Huger.
