He is a ruthless and manipulative figure who is also politically inclined, often using his wealth and influence to influence public opinion and corrupt officials, including police and politicians, to further his criminal enterprise.
He constantly tries to sabotage Batman’s efforts to clean up Gotham. Thrawn’s impact is so great that he even rivals Gotham’s other major villains, though he tends to rely more on cunning and power play than the usual theatrics found in Batman’s rogues gallery.
