Meanwhile, Maria shows up with a box of items to aid their investigation, setting the stage for a suspenseful moment.
A large portion of the episode is devoted to flashbacks to 2017, when we see Judge Garland holed up in a New York hotel, obsessively clutching a scrapbook full of hit-and-run clippings. His desperate attempts to contact his son Addison, who deliberately avoids his calls, underscore the tension between them. Addison, now a newscaster in New York, is portrayed as the black sheep of the family, forging his own path and maintaining a calculated distance from his father. Addison’s career has stalled and he has yet to settle down and start a family, which undoubtedly disappoints the judge.

Back in the present, the tension between Tal, Malia and Kilmer adds a layer of personal drama. Kilmer’s open hostility toward Mariah and his warning to Tal to stay out of his sister’s affairs adds a dynamic twist to the unfolding mystery. The scene where Maria clutches her father’s shirt and cries, regretting her last argument with him, is particularly poignant, allowing us to see her inner struggle and the unresolved conflict within her family.
As Tal and Maria assign their research tasks, the story seamlessly interweaves their current investigations with haunting events from the past. The suspense intensifies when Maria attends an AA meeting under false pretenses to gather information about Lisa, and more clues are uncovered about Father Brown’s connections and the mysterious FBI investigation. Tal, on the other hand, finds himself increasingly paranoid, especially when an Audi is following him, while Kilmer dismisses his fears as just paranoia. A gripping subplot develops with Tull’s co-worker Dana, who is asked by Tull to stalk Kimmer. Her discovery adds another layer to the mystery, revealing Kilmer’s secret activities with her boss, Jerry Nathanson. This deepened Tarr’s suspicions and further solidified his belief that his wife was unfaithful to him.

In a touching family moment, Addison comes to Chicago and has dinner with his siblings. Tarr shares the existence of his father’s scrapbook, revealing the unsolved death of his sister. Addison’s refusal to accept conspiracy theories surrounding his father’s death underscores his ongoing struggle with his family legacy and personal demons.
The episode culminates in a powerful dinner scene from 2017, where Judge Garland’s high expectations and the revelation of family secrets throw Addison into an emotionally charged situation. Judge Garland shows the scrapbook to Addison, who is clearly traumatized by its contents, which remain a mystery to the audience. Not only was the dinner an important turning point for Addison, it also exposed the intense pressure Judge Garland put on his children to preserve the family legacy.

The episode ends with Maria and Tal visiting Judge Wainwright and dealing with the disturbing presence of Maxine, a character whose intentions remain shrouded in mystery. The revelation that their cousin burned important scrapbooks at Addison’s request leaves viewers questioning the family’s secrets and the true depth of the alliance.
Ocean Park Emperor Chapter 4 deftly blends past and present narrative, rich character development, and escalating suspense.
